Which of the following most accurately describes the problem?

'THE Scottish Licensing Authority, Mr. ,I....Quin, reserved his decision in Glasgow -on Friday, when Craigengall Whinstone Quarries, Ltd., of Oxton, applied for an. increase of three vehicles of 12 tons to be used to carry road and building materials for King and Co., Ltd., in Scotland.

In evidence it was said that the Quarries operate eight Vehicles, carrying for county authorities and forKing's mainly on road works. King's were an associated company with the same directorate but with a separate identity.. The purpose of the application was to transfer the three vehicles, which were now operated by King's on C-hiring margin.

Mr. Quin pointed out that there was nothing to prevent the company which was now transferring these vehicles from 'taking out further vehicles on C hiring and at some future date asking for conversion of that licence to a B licence, as in this present instance, Such a move would obviously have an impact on competing hauliers. He was assured such was not intended.
