Which of the following most accurately describes the problem?

THE chairman of the Yorkshire Licensing Authority, Maj. F. S. Eastwood, at Leeds last week, refused after two hours to proceed with an inquiry until there was more co-operation between the applicants. The North Western Road CarCo., Ltd., Ashton-under-Lyne Corporation, and Stalybridge, Hyde, Mossley and Dukinficld Transport Board applied to reduce the frequency of their joint Ashton-UppermilI service between Mossley Station and Uppermill from

40 min. to 60 min. from 9 a.m, on weekdays.

Mr. R. Wood, for the objectors, Saddleworth Urban District Council, said it was the second application since the war to reduce the frequency of the service, which formerly ran half-hourly. Saddleworth people were being asked to adjust their lies to North Western time-tables, he said. The council were of the opinion that the company should take the rough with the smooth over the whole of their services. For the applicants, Mr. John Green said that a similar application in the North Western Area was heard on July 11. Decision was reserved until this application, for the part of the route in Yorkshire, had been heard. —The chairman had then expressed certain views regarding a conference between the parties on timings, North Western had been unable to agree to suggestions by the council that timings at the lunch-hour and at 9.50 p.m. should be retained. If the three timings mentioned, out of the nine single journeys it was proposed to delete, were retained there would be no economy, because of operational difficulties.

There was a loss of 5-id. per mile on this part of the route.

Mr. J. Nuttall, clerk to the council, complained that they had not been approached for a conference after the North Western Licensing Authority's suggestion.
