Which of the following most accurately describes the problem?

QUESTIONS were recently put to Bristol City Council by Clir C. M. Hartnell about the allocation of reVenue and expenses between the city and country services of the Bristol Tramways and Carriage Co., Ltd. He wished to know the apportionment in respect of wages and overheads, the transfer of bus crews from city to country services, the transfer of vehicles withdrawn from city routes to country services and the carriage of country passengers within the city limits.

Unless it were certain that the basis of allocation was strictly correct, there might be grounds for supposing that the men's demands in the present wage negotiations might be met by a more accurate method, CUT. Hartnell considered.

In reply, the town clerk said that separate records were kept of the revenue and direct expenses, including wages and oVertime, relating to the two systems. The city treasurer periodically inspected the records. The cost of bus crews was debited to the services on which they were employed and where vehicles were interchanged between city, and country services, an 'appropriate debit was made on a mileage basis.

The corporation did not receive receipts from country services, but there was a clause in the agreement with the company providing for protective fares for journeys wholly within the area of the joint services. Meticulous records were kept and the town clerk was satisfied with the allocation basis.
