Which of the following most accurately describes the problem?

THE High Street at Watford, Herts, has for

some years been closed to through traffic, and traffic from the South has been diverted to the West via Market Street; the section between this street and Clarendon Road has been a."service precinct" with access for commercial vehicle loading and unloading. With effect from October 10 the scheme has been extended and traffic from the South is now diverted to the West via King Street.

The result of the new layout is to provide a clockwise circulation using roads parallel with the High Street for through traffic, but access for commercial vehicles is still provided to the High Street shops. Discouragement of other traffic in this area may, in fact, make retail delivery easier.

Meanwhile, it is understood that the town council at King's Lynn, Norfolk, has applied to the Minister of Transport for an order to permit a three-month shopping precinct experiment to be introduced. The TRTA is expected to examine the scheme very closely.
