Which of the following most accurately describes the problem?

• A driver dis qualified for drink/driving and driving without due care and attention has had his Operator's Licence application adjourned until next April.

Leslie Bourne, trading as J&L Transport, of Stoke-on-Trent, had applied for a new national licence authorising the operation of one vehicle and one trailer.

Bourne agreed with West Midland Deputy Traffic Commissioner Roger Seymour that he had been disqualified from driving for 27 months in September 1994 hut said the ban had been lifted early in September of this year. Ile said he was also seeking the reinstatement of his LGV driving licence.

Seymour said that commissioners had a responsibility to maintain safety and they did not usually restore LGV licences at the same time as the end of the disqualification period. He was prepared to restore Bourne's LGV licence on 1 April next year.

The Deputy Commissioner pointed out that the convictions had a bearing on Bourne's repute as a potential 0-licence holder. Bourne said he would not be able to start his business until his LGV licence was reinstated.

Adjourning the application, Seymour said he found that Bourne was not of good repute. But if there were no problems between now and next April, he would hold that Bourne had regained his repute and would probably be granted his licence.
