Which of the following most accurately describes the problem?

• Andys Transport Ltd., of Banbury, Oxon, was last week fined a total of £140 by Banbury magistrates after admitting seven offences of failing to have a goods vehicle test certificate and seven offences of failing to have a plating certificate.

The offences. said Mr. J. R. Williamson, for the Ministry of Transport, concerned one vehicle and were committed between April 8 and 18 this year. A lorry owned by Andys was checked in West India Dock Road, London, by a Ministry traffic examiner. Its plating and testing certificatbs could not be produced.

Mr. J. S. Bell, for Andys Transport, said the firm had over 50 vehicles and 63 trailers, each of which required a plating certificate. Owing to pressure of work this vehicle had been overlooked and should have been checked on April 1. It was immediately withdrawn from service when the offences were pointed out.
