Which of the following most accurately describes the problem?

• The Prime Minister is said by the British Road Federation to have devalued transport by excluding the new Minister of Transport, Mr. Fred Mulley. from the Cabinet.

In its monthly bulletin, the Federation says that if the Minister has no direct voice in final decision making he has no way of assuring the Ministry's stature or its policies. He has a right to a seat in any Cabinet, the Federation adds, observing that: "While transport matters must not be considered in isolation—and the Federation agrees they should come within the compass of overall planning—that is no reason why their spokesman should be excluded from the highest policy-making body. No social or economic activity is possible without transport."
