• Under the new regulations governing fees for carriers' licences, no charge will be made for variations, short-term licences and so on. From the date that the regulations take effect all fees connected with carriers' licences, other than the new basic rates, will be discontinued.
This is made clear in the draft of The Goods Vehicles (Carriers' and Operators' Licence) (Fees) Regulations 1969 upon which interested parties have been asked to comment by November 27.
The regulations also make clear that. from March 1 1970, the normal refund arrangements for A and B licences will be extended to C licences; refunds will be paid on the unexpired portions of carriers' licences relating to vehicles not exceeding 16 tons plated weight, when these are superseded by operators' licences.
The regulations confirm that fees for operators' licences will become payable only when a vehicle is actually acquired, so that no fee will be payable for extra vehicles specified on an application form as future possible acquisitions. Refunds of operators' licensing fees will be made to the nearest month, subject to there being a minimum of three months remaining before the licence would normally have expired.
The fees for operators' licences and revised fees for carriers' licences were set out, in annual terms, in CM last week. The draft regulations show that carriers' licences coming into force on or after march 1 1970 will be charged as follows for each vehicle: A licence £2 10s, valid for five years; B £1, for two years; C £1, for five years. Where vehicles are authorized to be hired, the carriers' licence fee will be reckoned on the basis of the maximum number of vehicles authorized to be hired at any one time.
The regulations fix an annual fee of £.4 per vehicle operators' licences, and give effect to the proposal to increase the cost of Applications and Decisions to 2s. 6d. per copy.
