Which of the following most accurately describes the problem?

• The Transport Act 1968 (Commencement No. 3 Order), 1969 which came into effect yesterday introduces those sections of Part V of the Act which are necessary for the implementation of operator's licensing and those sections of part VI which are needed to enable regulations to be made for the new system of goods vehicle drivers' record books.

The order also gives official effect to the dates by which existing holders of carriers' licences must obtain operators' licences. These have been listed in CM before but are, briefly, as follows:—

Existing A and B licence operators, including those who hold C licences: March 1 1970.

Existing C licence holders (except those also holding A or B licences): June 1 1970 for those with licence numbers ending 000 to 333; September 1 1970 for licences ending 334 to 666; and December 1 1970 for those with licences ending 667 to 999.

The new record books for drivers will have to be obtained by employers by March 1 1970, when the new drivers' hours rules come into force. HM Stationery Office will have record books for sale, and the RHA and FTA are making joint arrangements to produce record books, but employers may use any record book that complies with the regulations.
