Stephen Handford, a partner in S8zJ Handford Haulage, which holds a licence for six vehicles and five trailers, said it only had one trailer of its own. It provided traction for Irish haulier Nolan Transport, picking up trailers from the ports, loading them and then returning them to the docks. All the trailers that had attracted prohibition notices had been from the Republic of Ireland. The only control S8zJ had over the condition of the trailers was a visual check by the drivers, who were instructed to do this.

Handford said he made a note of any trailers where prohibition notices had not been cleared. The company was slowly pulling out of this work but he had to find alternative work first.

Taking no action apart from issuing the firm with a final warning, Jenkins said he realised there were problems when other operators' trailers were being hauled, but it was vital that prohibition notices were avoided.
