of Transport suggest that some urban areas are proving more successful than others at tackling the problem of rush-hour congestion . The survey of six former metropolitan counties reveals that the proportion of people travelling to work by car in each area has increased from 50% to 60% since 1981, although only West Yorkshire has recorded a population increase during that period. The West Midlands has the highest average daily traffic Flows on major roads while South Yorkshire has experienced the largest increase in traffic over the past 10 years. By way of contrast, Tyne & Wear has the highest proportion of people travelling to work by public transport, and the lowest number of cars registered per thousand population.
