Which of the following most accurately describes the problem?

• West Midland DLA Alan Cattell adjourned disciplinary action against George Taylor (Wolverhampton) after a company director admitted that it had failed to have one of its vehicles re-tested.

The company holds a licence for two vehicles and trailers. When it appeared before LA John Mervyn Pugh in March it was directed to have one vehicle re-tested so that both would have recent test certificates.

Director Anthony Kelly said the vehicle had so far not been tested as they had been very busy. It was booked in for the following week. Maintenance problems had been caused by the commercial garage undertaking the work proving unreliable, and they had now changed garages.

Adjourning the proceedings until May, Cattell said vehicle maintenance had to be put before business and not the other way round. He wanted the vehicle tested, and to see the result, as soon as possible.
