Which of the following most accurately describes the problem?

THIRTY-EIGHT tonne lorries figure large in a £35m haulage contract awarded this week to a Devon transport consultancy company.

Hattons Transport Consultants, of Uffculme, has won a 10year contract from D. L. McKenzie Sales and Export, of Collumpton and Nevada Express of Guernsey to transport the raw materials and finished products of 1.7m tonnes of soil conditioner used for cultivation of deserts.

The main part of the contract is for the movement of the finished product, in 1.5-tonne shrink-wrapped pallets, from six factories in Collumpton to docks, mainly at Felixstowe.

This involves an average of 350 vehicle movements each week, using flat bed lorries, most of them 38-tonners. Hattons operates four lorries at present and will buy more, but aims to subcontract about 80 per cent of the work to other hauliers.
