Which of the following most accurately describes the problem?

Continent using my own tractive unit. The company owning the trailers has a supply of journey permits and they say that these will cover the journey. However, I am sure that I have read that the permit must be issued to the owner of the tractive unit. What is the position in this matter ?

A You probably saw the report in CM March 26 which clarified this point. At a Department of the Environment check at Dover, it was stated that the operator's licence holder must be in possession of a valid journey permit. It is not acceptable that the permit should be issued to the owner of the loaded trailer and the owner of a tractive unit undertaking a Continental journey with a loaded trailer, would be liable to be stopped at the port and prosecuted unless he himself has an international permit to cover the journey.
