Which of the following most accurately describes the problem?

The DoE, as reported last week, is sug:sting certain conditions which might be traduced in order to reduce the hgv :ence age. These proposals ("DoE sug:sts hgv licence /job link") will be discussed ith industry, but our report unfortunately lied to make it clear at the beginning that the new conditions would apply only to drivers under 21. The possibilities for discussion are that a driver under 21 should:

(a) be granted a hgv driver's licence only if he has a clean "ordinary" licence; (b) be allowed to drive only for the particular employer with whom he has entered a contract of employment; and (c) automatically lose his hgv driver's licence if his "ordinarydriving licence is endorsed.
