Which of the following most accurately describes the problem?

A' application for a 25-vehicle switch from B to A licence by C. W. G. Wintle Ltd., Bristol, was granted at Bristol on Monday by the Western Licensing Authority, Mr. J. R. C. SamuelGibbon.

Mr. A. Scofield, transport manager of Wintle, said the company had been in existence for some 50 years and its business was almost entirely concerned with docks traffic from Avonmouth, Portishead. Sharpness and Bristol. If the application were granted it would lead to improved flexibility of movement of vehicles and overcome difficulties with customers' deliveries.

The company was also granted a B licence in respect of a vehicle belonging to H. G. Spill, a firm which Wintle was taking over. Spill had been an exclusive sub-contractor to Wintle for some years, said Mr. T. D. Curve, representing the applicant.

Objections from British Road Services Ltd. and British Railways were withdrawn before the case opened.
