The Licensing Authority notified an A-licence holder that his existing licence would be renewed, and tie was asked to forward the necessary fees. He did so at once. Before he received the new discs the police observed the vehicle and issued a summons, because the current appropriate discs were not being displayed.

When the case came before the court the police asked for permission to withdraw the summons, and stated that they had been informed that the licence had been renewed, but the new discs were not issued at the time of • the report. It transpired that the inquiry as to when the new discs were issued was made only two days prior to the hearing.

The defendant did not receive any notice of the proposed withdrawal of the summons. He applied for costs against the police, but was refused. It was a case of adding insult to injury.

The Commercial Motor Tables of Operating Costs have proved of great value to haulage contractors in the St. Helens district, where, for certain classes of traffic, rate-cutting was rife.

As the result of discussions which have taken place, it has been found possible to agree upon a basis of rates for certain grades of traffic. This schedule has been put before some of the large manufacturers, who have agreed to hire only from C.M.U.A. members and to pay the rates which have been approved. During the discussions and negotiations with manufacturers, The Commercial Motor Tables of Operating Costs were quoted.

It is hoped to extend the area within which the rates agreement will operate, to certain local districts.
