Which of the following most accurately describes the problem?

A Leicester haulage contractor had his driving licence suspended at Leicester Police Court, last Friday, because one of his drivers had driven a lorry hauling a cart. Notice of appeal was given against the suspension on behalf of the contractor.

He was also fined £5 for permitting the trailer to be drawn when it was not insured against third-party risks, 10s. For permitting it tobe used when no one was in a position to apply the brakes, and 1.0s. for permitting the operation of a trailer which was not fitted with pneumatic tyres.

Summonses against the driver were dismissed on payment of costs.

Evidence was given that the trailer was, in fact, a cart which was being taken to be painted prior to being used in the Leicester Coronation procession.

Big Money for Leicester Roads.

In connection with an important highway development scheme at Leicester, a grant of more than £250,000 has been made from the Road Fund. It includes the construction of a new road, 100 ft. wide, through a densely built-up area. It will have two 30-ft. carriageways, separated by a 10-ft. central reserve, and two footpaths 15 ft. wide.

Another new road, between Peters Lane and Causeway Lane, is to be built and the Friars Causeway is to be reconstructed. These works are estimated to cost £460,000 and will probably take between three and five years to complete.

Sweden Exporting Gas Producers.

The manufacture of gas producers has made great progress in Sweden. A company, Aktiebolaget Gasgenerator, of Oerebro, which has specialized in making such generators, is now also sending its products abroad.

During the past few years, Lithuania has been an interested buyer, and the latest instance of overseas activity is an order from the Lithuanian army for 10 big lorries of the Swedish Volvo make, to be fitted with 90 b.h.p. engines driven by producer gas on the Svedlund system exported by Aktiebolaget Gasgenerator. It is stated that the order was given after trials had been made with different European makes of gas producer.

Agreement on Dundee Parcels Rates. It was revealed at a sitting of the Northern Scotland Licensing Authority, in Dundee, by Mr. David Latto, town clerk of Dundee, that an agreement on rates for parcels traffic had been reached between the Dundee Corporation's transport department and private traders.

On behalf of the previous objectors to the corporation's application, Mr. R. W. Currie said that he was not sure his clients were entirely satisfied that the agreement would be to their advantage. They were satisfied that it would be to the corporation's benefit, because the latter would obtain a price more in 138 keeping with the figure that it should have been getting in the past.

The municipality, Mr. Currie submitted, had not proved a need for four vehicles. It had been admitted that for several years the business had been carried on at a loss.

Decision was reserved.

Records " Faking " Alleged: Prosecution Fails.

Without calling on the defence, Liverpool stipendiary magistrate last week dismissed a charge against Mr. Matthew Goldstein, of the Wavertree Furnishing Co., Ltd., Liverpool, alleging that he had, with intent to deceive, altered a driver's record. When the official examiner inspected the records and found signs of alterations to certain figures, Mr. Goldstein said : " Nobody in this firm has altered it."

The defence was that the question of intent to deceive did not arise, be: cause the prosecution had failed to prove that Mr. Goldstein made the alteration.

The stipendiary held that it was reasonably clear that other persons had access to the records and dismissed the summons. Thirty-nine other similar charges were withdrawn.
