Which of the following most accurately describes the problem?

AN application by Mr, S. Brown. Preston, to convert a vehicle from contract-A to B licence was refused by the North Western Deputy Licensing Authority, Mr. J. R. Lindsay, at Preston last week.

Mr. J. A. Dunkeriey, for the applicant, said he had one vehicle on special-A licence and a second on contract-A licence to the Shap Granite Co., Ltd. Originally there had been another con'tract vehicle with Albert Chaplain, Ltd.. manufacturers of farm products and dealers in seed potatoes. When the special-A vehicle was acquired in 1955, the Chaplain contract was surrendered and the work transferred to the new. vehicle.

The earnings from the Shap Granite Co. were substantial, and when there were jobs for both them and Chaplain's at the same time. one had to be let down.

Mr. P. Kershaw, for British Railways, pointed out that there were seasonal variations in the work. If the application were granted. the special-A vehicle would be released from other work. The railways could carry any additional traffic and a grant must abstract.business from them.

Mr. A. Chaplain said in evidence that about 90 per cent. of his potatoes now went by rail, and even if the application were granted the railways would lose no work.

Mr. Lindsay said there was no evidence to show that the change was really necessary. •
