• Bury Borough Council has received a Section 13 notice from the Department of Environment following its decision to award a five-year refuse collection, street cleansing and public convenience cleaning contract to its own direct services organisation.
The DoE says the council was acting anti-competitively in weighting pension increases and fixed costs against a contractor's bid.
Council leader Cohn Jones says, however, that the department's notice is unjustified: "It is a case of the DoE moving the goalposts".
11 The DoE has issued 12 Section 13 notices and one Section 14 notice since last November.
