Which of the following most accurately describes the problem?

"WE'RE damn near broke" is the heading on a letter which West Midlands Passenger Transport Executive director general James Isaac sent to all PTE workers last week.

The PTE is asking for a reduction in services and hours worked by drivers in an effort to save money after the West Midlands County Council refused to allow a 35 per cent fares increase.

A 15 per cent fares increase has been allowed, however, and this has been submitted to the Traffic Commissioners. ln addition, the PTE has been given authority to lease rather than buy new buses to allow it to preserve capital.

WMPTE is facing a deficit of £12.1m and has been told by the Council that no more money is available.
