Which of the following most accurately describes the problem?

CLEVELAND Transit has published a final report on the performance of its "clean air bus." The bus, a Daimler Fleetline with a Rolls-Royce B81G engine running on lpg, was Britain's first modern lpg-powered bus and it remained in service from April 1, 1976 to April 30, 1980.

The main conclusion of the report is that the lpg-powered Fleetline, at current fuel costs, can never hope to be cost-effective. In its seven years of operation the bus covered 106,349 miles at an average fuel consumption of 3.42mpg.
