Which of the following most accurately describes the problem?

RETREADING Equipment Ltd, of Newman Lane, Alton Hampshire, is seeking to appoint additional licencees to manufacture its retreads in the UK. Already 44 British companies have licensing agreements with Retreading Equipment.

According to Retreading Equipment, current vacant areas for licencees are Northumberland, Tyne and Wear, Durham, Cleveland, North Yorkshire, Nottinghamshire, Leicestershire, Derbyshire, Bristol, Buckinghamshire, Northamptonshire arid the north and west of Greater London.

Also, lorry fleet operators interested in retreading tyres for their own use will be considered as well as licencees producing car, taxi and lorry retreads for sale to the public, commercial vehicle operators, and tyre distributors, Retreading Equipment is said to need only a relatively small-. scale operation. Initially, premises of 185sqm (200 sq ft) with three-phase electric power are necessary, and capital of no more than £15,000 is required in the early stages.

The required plant is supplied partly on rent and partly on outright purchase, and a requirement is that one member of the business staff has experience in the tyre industry.

Full training in equipment operation is given, plus marketing and sales support.
