You are probably referring to the new provisions about parking on verges and footways contained in the Road Traffic Bill now before Parliament. However, these provisions do not apply to heavy commercial vehicles provided they are so parked for loading or unloading, that the delivery could not have been effected without parking on the footway, and the vehicle was not left unattended while it was so parked.
