Which of the following most accurately describes the problem?

We should all be very grateful that the story carried prominently in a national newspaper last week had no substance. The Daily Express carried a tale about a limpet incendiary device being attached to the hose reel of a tanker at the fuel terminal in Canvey Island. Exhaustive inquiries by the Bulk Liquids Group of the RHA and not a little effort by CM staff have failed to trace the tanker, the bomb or the source of the story. Certainly there was no bang and the bomb squad was not called in, but such loose talk can cost lives. Frank Lyon, PR man at the RHA, said: "This is just the kind of story to give some political extremist (nutcase?) an idea."

Anyway, tanker operators are taking no chances and the men, if they have not already done so, will be receiving advice this week on how to examine their vehicles to ensure that there is no danger of sudden explosions.
