Which of the following most accurately describes the problem?

REFORM of the road service licensing regulations is the topic of a meeting to be held next Tuesday between Mr Neil Carmichael, UnderSecretary at the DoE, and representatives of the bus operating associations and trade unions.

The meeting follows the present Government's decision to remove from the rejuvenated Road Traffic Bill the clauses concerning the relaxation of bus licensing which were part of the Bill when presented to Parliament by the Tory Government. DoE ministers will consider future policy in the light of Tuesday's meeting.
