Which of the following most accurately describes the problem?

THERE was a connection between the number of EEC road transport permits allocated to this country and our policy on 'heavy lorry axle weights, claimed an MP last week.

But Mr Fred Mulley, the Transport Minister, told the Member who had put forward the theory in the Commons — Mr Michael Grylls (Tory, Surrey North West) — that he did not accept that there need be any link.

Mr Mulley noted that the proposed 272 EEC permits for 1975 and 318 for 1976 were a considerable improveme on the present allocation 129.

And when Mr Grylls urg him to continue to resist a further increases in loi sizes, the Minister cc firmed that this was t policy.
