AAll towed vehicles must be taxed. The Vehicles (Excise) Act 1962 makes it an offence to "use" a vehicle on a road without a licence, and when it is being towed it is being "usedeven though it is not being propelled by its own power.

With regard to insurance, the towing vehicle must be insured to cover this type of operation.
