AA person under 21 who is not the holder
of a licence does not commit an offence when he is steering a vehicle which is being towed, irrespective of its unladen weight. In the case of Wallace v Major it was held that such a person is in fact not "driving".
When considering the age of a person driving a towing vehicle it is the weight of that vehicle which is the criterion. This position may alter when the regulations concerning the heavy goods yehicle driver's licence are confirmed later this year.
