Which of the following most accurately describes the problem?

TWO appeals against fare increases granted to Ribble Motor Services, Ltd., have been rejected by the Minister of Transport. In both cases the appeals were lodged by councils, and they have been ordered to pay costs.

.Carlisle City Council appealed against the decision to allow Ribble to discontinue workmen's fares; to stop issuing period and weekly tickets to adults for single fare stages of 6d. and under, and to increase the remainder by 25 per cent.; and to charge 25 Per cent, more for children's period contract tickets.

The council suggested that if higher fares were necessary there should be a percentage increase also covering excursions and tours.

Dismissing the appeal; the Minister says that he can see no reason to alter the decision of the Northern Traffic Commissioners.

West Riding County Council sought a reversal of the Yorkshire Traffic Commissioners' decision to permit various increases in scholars' contract tickets. They claimed that the new charges made it uneconomic for the council to buy contract tickets for scholars, considering the number of journeys which were made.

The Minister has told the council that he does not consider. that the charges made by the company are unreasonable.

AID FOR ELEPHANT WORKS

AGRANT of E401,250 has been made by the Minister of Transport to London County Council towards the cost of improving the road system at the Elephant and Castle. The first stage of the scheme, to cost an estimated £535,000, will be started soon, and a further grant will be made later for the £955,000 second stage.

The first stage of the scheme involves the diverting of Walworth Road into a new roundabout, and the second stage the construction of another roundabout into which five roads will run. Newington Butts will be yvidened to connect the two roundabouts and provide two 40-ft.-wide carriageways.
