Which of the following most accurately describes the problem?

A funny thing happened to the Department of Transport on the way to the Channel Tunnel—no one told them the correct name for this groundbreaking project.

New direction signs appeared along the M20 corridor many months before the grand opening, referring only to Eurotunnel, the name of the project's UK operator. No doubt Eurotunnel received this free advertising in grateful silence. The signs have belatedly been amended, but without sufficient space to accomodate the appreciably longer correct name. In similar vein are we likely to see signs at Heathrow Airport— "Welcome to Great Britain PLC—The shareholder's Paradise."
