• Environmental objections by local residents have led South Wales Deputy Licensing Authority Ronald Jackson to refuse to renew the licence held by William Morgan, trading as Mills Concrete Products, for an operating base at Llanbradach.

Last December Morgan was granted a six-month licence for five vehicles and four trailers, on the understanding that any further renewal would only be granted for a different operating centre. Four local residents gave evidence that conditions had been the same or worse than in December.

Morgan said that though he had another site, at Penallta, " Hengoed, he was concerned about parking vehicles on open land due to vandalism.

Refusing renewal, but allowing Morgan to continue operating under an interim licence, Jackson said that that was conditonal upon an application for operation from Penallta being lodged, and advertised, within two weeks. Meanwhile, he has restricted the operating times from Llanbradach.
