Which of the following most accurately describes the problem?

BRIGHTLY painted buses should be run on tourist services in central London, says Greater London Council's London Transport committee chairman Dr Gordon Taylor.

He also recommends that LT's marketing expertise be turned to developing central area services with commercial potential.

The services — two or three in number — would connect hotels and tourist attractions and be operated with distinctlypainted flat fare buses. It is thought that something more comfortable than the crush-loading 25-seat Red Arrow interstation AEC Merlins is envisaged.

Dr Taylor scotches suggestions that the GLC is against buses by saying: "We are totally committed to discriminating in favour of public transport when it comes to getting people to and from work."

He goes on to champion the motorist's cause, too, by saying: "For leisure travel there should be a choice between bus and car."
