H. Sparrow, chairman of the Metropolitan and South Eastern Area of the Road Haulage Association, that the granting of a permit by the Road Haulage Executive does not give any lasting security. "This, to my mind," he writes in the "Area Bulletin," "is being confirmed by the fact that many ordinary permits are being withdrawn after a very short time."

The attitude that the R.H.E. will adopt when considering applications for the renewal of original permits is rt2 unknown, he says, but if a recent event be a pointer, the difficulties will be great. The following example is quoted to support this argument:— " It is reported to me," Mr. Sparrow continues, "that the customer of the holder of an original permit has been approached now by the Road Haulage Executive. who pointed out that this permit was being reviewed and used the stereotype words that they (the R.H.E.) could do the work. Upon investigation it was admitted that this letter should not have been sent out. "I want to warn all members who hold original permits that this sort of thing is likely to happen more often later on in the year, and now is the time to keep in the closest possible touch with your customers in order to try and retain their traffic. In any case, with the likelihood of many permits being revoked, members should be thinking and planning for the coming difficult time. There will be decisions to make that only you, the member, can take, and it is by no means too early to plan your course of action."
