Which of the following most accurately describes the problem?

• A "bleak picture" of traffic congestion, staff problems, long waits and cancellations continues to face London's bus users and operators, the London Regional Passengers Committee says this week. Despite this, the LRPC — the public transport-users' watchdog organisation — admits that transport chiefs in the capital have taken steps to restore buses to normality recently.

In its annual report it also says that the increase in driver-only buses in Central London has led to more complaints by passengers.

Attempts to make London Buses more competitive before deregulation have caused a year of disruption, says committee chairman Eric Midwinter: "It is always the passengers who suffer when management and staff fail to agree. London's bus passengers deserve a better service."
