Which of the following most accurately describes the problem?

• Paisley-based CDC Crisps escaped with a warning and permission to double the number of vehicles it operates when it appeared at disciplinary proceedings before the Scottish Deputy Licensing Authority, Alex Brand, last week.

The Glasgow public enquiry was told that since the licence was last renewed in May 1984, eight prohibition notices had been imposed on the company's vehicles, six in one month in 1986 of which two were for "neglect". There had also been five convictions for drivers' records offences in 1984 and a conviction for failing to maintain the braking system of a vehicle in 1987.

Managing director Michael Callaghan said he was well aware of the company's maintenance responsibilities and he reaffirmed the undertakings Oven in relation to the maintenance of the company's vehicles when the licence was first granted.

After hearing evidence from the commercial garage undertaking the maintenance, Deputy LA Brand warned the company about its future conduct but granted its application to add 10 vehicles to its existing 10-vehicle licence.
