IN THE 25 years to last March motorists stuffed £133.45m into parking meters but the parking problem, which often necessitates double banking by vans making essential deliveries, grows worse. In parts of central London traffic moves at an average of only 6mph, for which lack of off-street parking space is partially responsible.
