Which of the following most accurately describes the problem?

INDEPENDENTS would lose out in National Bus Company proposals to Surrey County Council, which have been made to counter the plans of independents Blue Saloon, Tillingbourne and Safeguard on bus services around Guildford.

The three independents (CM, January 14) want to take over all Guildford town services together with those on the Guildford-Cranleigh-Horsham corridor and the Guildford-Dork ing corridor.

The services in this area currently operated by the NBC's Alder Valley and London Country incur annual deficits near £400,000 and the independents claim they could operate them viably.

The NBC companies claim that their counter proposals which involve absorbing most of the independents' routes could operate more economically and would have the added benefit of protecting the interests of the rest of their route networks within Surrey.

The County has appointed outside consultants to prepare an impartial report on the issues involved.
