Which of the following most accurately describes the problem?

• A Lancashire Tory MP, Mr Robert Redmond (Bolton West), has written to Mr Peter Walker, Environment Secretary, in an endeavour to discover whether Britain's largest PTA, SELNEC, has bought, or is buying, foreign buses.

In his letter Mr Redmond says: "If it is true that the Executive has purchased foreign buses I think you will agree that it has added an appalling insult to the world's finest commercial vehicle manufacturer and has denied emplOyment to people on its own territory." Mr Redmond has also brought the matter to the attention of Lord Stokes, head of British Leyland.

This week Mr Redmond has also written to Mr G. A. Harrison, director-general of SELNEC, asking him if foreign buses have been bought and adding that, if they have, he feels that people in Lancashire are entitled to an explanation, particularly when there is such a high level of unemployment in the area.
