Which of the following most accurately describes the problem?

ACOHERENT and dynamic policy to deal with urban traffic and congestion, which was rapidly becoming one of the nation's most serious problems, was still lacking.

This was stated by Mr. K. C. Turner, president of the Traders Road Transport Association, in a New Year's message to members.

Mr. Turner said he believed that the public was in a mood to accept quite stern measures if it Could be assured that authority was really going to get to grips with the problem and would accompany short-term measures with constructive longterm ones. Certainly "this is the attitude of the TRTA".

A survey of urgent road needs was to be published soon by the Association, he added.
