Which of the following most accurately describes the problem?

A SUGGESTION that a special sign

should be displayed on pedestrian crossings to indicate when they were being controlled by the police, and that the ordinary flashing beacons should be switched on when the police were not there, is being considered by the standing joint committee of London borough councils.

The support of the London Accident Prevention Council is being sought. It is felt that there is a serious possibility of accidents occurring because of drivers and pedestrians not fully understanding the rules about controlled crossings.

The Ministry of Transport, when approached, stated that it considered that new rules for crossings would cause confusion, but this view has not been accepted.
