Which of the following most accurately describes the problem?

I WOULD like to reassure CM readers that the introduction of HGV road user charging will mean that almost all UK hauliers will see no increase in their administration, financial and compliance costs, as the levy will be paid in a single transaction with VED, which will be reduced to offset the new charge. The levy will be set at £10 a day or £1,000 per year for the heaviest vehicles, with lighter vehicles attracting a lower rate. Foreign operators will need to pay the levy before entering the UK.These changes are due to come into effect from April 2014, and will affect LGVs weighing more than 12 tonnes. It's being introduced to help level the playing field for UK hauliers competing with foreign operators.
