Mr John Gilks, Issistant secretary of the kssociation of District CounAs, told the London Univer;ity Transport Studies Society ast week at the opening of a ;eries entitled "Transport )Ianning in the regions".
Mr Gilks said the new counties, especially the nonmetropolitan authorities, were experienced in highway construction and aspects of town and country planning but had little knowledge of bus services. The TPPs submitted to the DoE last July produced grant figures well below those expected by operators — the National Bus Company's being well below — and even these estimates had been drastically pruned by the DoE.
