Which of the following most accurately describes the problem?

A DECISION by North Yorkshire County Council to ban psv on a one in three gradient road at Rosedale is forcing a local independent bus company out of business.

Mr Gordon Bell, proprietor of Bluebells Coaches, of Malden, Yorks, intends to sell up because the ban makes it impossible for him to operate all three of his contract services.

In the past, Mr Bell used to operate over the route to reach Kirby Moorside after carrying out a school contract. At Kirby Moorside he was contracted to run a works service.

Because of the ban Mr Bell could not fit in one contract service because of the timings of the others. While Mr Bell agreed that the route was unsafe for loaded buses, he said it was unfair to ban his vehicles as they were running empty when they used the hill route.
