Which of the following most accurately describes the problem?

• An amended application by Nichol Galloway and Co.. of Melrose, for a B licence for two vehicles to operate within a radius of 20 miles was granted by Mr. A. B. Birnie, the Scottish LA, in Edinburgh on Tuesday.

Mr. John Galloway, a partner in the firm, said that the company had been carrying on business as a builder and contractor in Melrose for the past 40 years. The business was expanding and at present it had two vehicles operating under C licence.

Asked by Mr. J. B. Louden, for the applicant company, if these vehicles were fully employed, Mr. Galloway said that this varied, in some weeks they would be fully employed but in other weeks they might be idle for two days. Mr. Galloway said they had been approached by a number of firms from time to time for assistance and he produced eight letters supporting the application. There was, to his knowledge, said Mr. Galloway, only one B licence in Melrose and this was for a flat vehicle.

Mr. John Blair, of Alexandra Blair and Sons, of Earlston, told Mr. Louden that his firm had been having difficulties in getting transport for their work. It was very difficult, he said, to get hauliers quickly. This has caused his firm some inconvenience on several occasions. His firm had once been required to pick up granite blocks in Hawick for Earlston; this, however, had had to be delayed for a week. On another occasion concrete blocks had been ordered from Kelso for a farm but his firm had been obliged to ask the farmer to supply his own transport. The farmer had had reluctantly to put his own tractors on the public roads.

Mr. Birnie said that he had heard sufficient evidence and that he would grant the amended application.
