Which of the following most accurately describes the problem?

• Private bus operators are to be asked to consider the possibility of taking over from the STG local routes in Lanarkshire following many complaints about the services provided by Central SMT. The town council of Hamilton agreed last week to take up the matter initially with Hutchison Coaches (Overtown) Ltd., and then approach other operators.

The decision to try to break away from the STG was taken by the council's bus advisory committee after a meeting with Central SMT when councillors made a last ditch attempt to resolve the situation. Mr. Stewart Anderson, manager of Hutchison, said that he would be pleased to discuss the matter with the town council, and that his fleet was large enough to extend operations to Hamilton.
