Which of the following most accurately describes the problem?

• The arguments for and against a system of heavy goods vehicle excise licences based upon the gross or plated weight instead of unladen weight are pretty evenly balanced, said Mr. Richard Marsh, the Transport Minister, in the Commons last week.

Plated weights would certainly be an acceptable basis for taxation, he went on, but plating did not apply to some special types of goods vehicle or to any of the lighter ones.

Using unladen weight worked reasonably well, and there seemed no clear advantage in making a change at present.
