Which of the following most accurately describes the problem?

REPRESENTATIVES of road passenger operators' associations were received by Mr. Macmillan, economic secretary to the Treasury, to discuss the industry's case for the remission of the tax on diesel fuel and a reduction in the current level of vehicle excise duty. A Treasury statement said later: " Mr. Macmillan noted the views of the deputation and undertook to report them to the Chancellor."

London Lorry Ban

THE Minister of Transport proposes to make regulations prohibiting through lorries from using certain streets in the City of London during the day, said Mr. Galbraith, the Parliamentary Secretary. He pointed out that if a town had an adequate by-pass route and if the local authority was anxious to keep through traffic, especially heavy goods vehicles, out of the town centre, the Ministry would willingly consider what it could do to help. On the matter, of power-weight regulations for commercial vehicles, Mr. Galbraith said the Minister was not yet ready to introduce these; it was a complicated problem and it was hound to take time to produce a really effective scheme.
