Which of the following most accurately describes the problem?

From our Political Correspondent

ANNUAL testing for heavy goods vehicles is not, I understand, likely to be introduced before the Gene(al Election. The many difficulties involved in the scheme are causing the go-slow.

One of the main snags is that garages which operate car testing are basically not equipped Ao take big goods vehicles on a large scale. There must be enough adequately equipped testing centres ready before the Ministry can hope to begin.

Mr. Marples is also waiting to bring down the age of vehicles already subjected to tests from five to four years. This, too, is unlikely before the election.

More German Freedom?

THE creation of a specral haulage quota for international traffic and an 8 per cent increase in the national road haulage quota are being considered by the West German government. It also seems likely that . there may be a substantial reduction in the tax levy on ownaccount transport concerns and that the radius for virtually unlimited haulage under special licence may be increased from the present 50 km.
