Which of the following most accurately describes the problem?

the VII most difficult cases with which the Commissioners had had to deal was heard by the North-Western Traffic Commissioners, last week. Mr. T. H. Parker (Blue Bird Motor Services), Hollinwood, Oldham, applied for permission to operate his Hyde-Cleveleys express service throughout the winter.

The objectors, of which there were nine, contended that the service would be uneconomic and that the application was made with the object of securing an entrée to the summer traffic to Blackpool. The view of the chairman, Mr. W. Chamberlain, was that, if he were to make a profit on the winter service, Mr. Parker would have to abstract traffic from other operators.

In reply to the question whether Mr. Parker would surrender the service at the end of the first winter, if it were unremunerative, Mr. H. Backhouse, his solicitor, said that the matter could easily be decided, because records of every passenger carried would he kept. Decision was reserved.
